I. KNOW YOUR COMMUNITY
- Numbers and characteristics of children and families in the community
- Identify resources available for young children (0-5)
- Find out what the community wants and expects
II. DEVELOP COMMUNITY OWNERSHIP
- Board must be perceived as being fair, legitimate, representative, sustainable
- Involve diverse communities: establish avenues of entry
- Establish trust and ownership
- Build a vision and a plan to achieve the vision
III. DEVELOP AN EFFECTIVE BOARD
Legislation mandates that Community Empowerment Boards shall do the following:
- Be the fiscal agent for moneys administered by the Community Board
- Administer Community Empowerment grant moneys and private moneys made available to the Community Board
- Coordinate planning and budgeting with the Decategorization governing Board
- Assume other responsibilities established by law or administrative rule
The legislation also states that the Community Board may do the following:
- Designate committees for oversight of grant moneys
- Function as a coordinating body for services of similar purposes offered by different entities
- Develop neighborhood bodies for community-level input
IV. DEVELOP AN AGENDA FOR EARLY CARE AND SUPPORT
- Health care
- Nurturing home environments
- Child care
- Pre-school experiences
V. DEVELOP STRATEGIES AND MEASURE PROGRESS
- Identify and define desired outcomes
- Assess current status and what is needed
- Develop strategies and an action plan
- Measure results
